Regular Board Meeting Summary - December 2021

The High Prairie School Division Board of Trustees met via Zoom for their regularly scheduled meeting on Tuesday, December 21. The meeting began with a land acknowledgement, approval of the consent agenda with the removal of the Superintendent's Report, additions to the agenda, and moved into the rest of the agenda items.


The next item on the agenda was the Rural Caucus of Alberta School Boards (RCASB) environmental scan. The environmental scan is looking for the top three areas of focus for rural school boards to present to the Minister of Education. Trustees discussed options for consideration to bring forward to the RCASB.


The Board then discussed the High Prairie Elementary School parent parking. Trustee Wong brought up the parent parking as a result of the most recent School Council meeting at which the concerns were raised. The council is aware that a new parent parking area is scheduled for construction. They have asked if it is possible to have the HPSD Safety Officer to observe the situation at the parking lot. Parent parking was also discussed at the recent community engagement session at High Prairie Elementary School.


Trustees then discussed the Superintendent's Report, which was pulled out of the consent agenda. There were several questions asked from Trustee Scholl regarding the report. The first was in regards to the process used to review existing procedures, how the changes are decided, and when those changes are communicated. Similarly, how is this same process done for new administrative procedures. The next question was regarding Asset Retirement Obligation (ARO) standardized report each school board is required to submit on the estimated ARO calculation due to the changes in accounting regulations. The last question was regarding the insurance reduction of 12% High Prairie School Division realized. The average reduction rate for the insurance consortium was 9%. Alberta Risk Managed Insurance Consortium (ARMIC) was the only North American insurance consortium to realize a reduction this year.


The Board then discussed the motion to rescind Resolution BD20211123.1006 in its entirety and to reinstate the previous masking protocol across all grades at all times in the Re-Entry Plan. Trustee Henkel spoke to the action item that she moved. Trustees had a discussion over the action item and the information related to the resolution regarding masking protocols. The motion to rescind the resolution was defeated with a recorded vote. The current masking guidelines for Kindergarten to Grade 3 students reads as follows:

  • All students K-3 are recommended to wear masks in common areas such as hallways, libraries, washrooms and at all times in classrooms unless they are in their class, seated facing forward, or they can maintain 2 metres distance. 
  • Should any school be placed into an outbreak, all students shall wear masks. 


Trustees received and accepted the Finance Report.


Trustee Henkel updated the Board of Trustees with the Rural Caucus of Alberta School Boards' annual general meeting held on December 16, 2021.


The meeting then went into closed for the remainder of the agenda items.
