High Prairie, Alberta – The HPSD Board of Trustees met on Wednesday, November 20, 2019, for their regularly scheduled meeting. The meeting began with a delegation from MNP Accounting on the audited financial statements. They noted the ongoing cooperation between the HPSD administration and staff and the staff of MNP Accounting.

The meeting continued with a delegation by the HPSD Career Coaches. The Coaches went through the work they are doing with students around career planning, scholarships, and applying to post-secondary education.

The Board discussed proposed changes to the current administrative procedure on smoking and vaping. Trustees met with school councils to discuss current practices and gather feedback on what parents and guardians would like to see in terms of changes to the current administrative procedure. Administration discussed recommendations from school administrators. Trustees noted that the Alberta Government is also gathering feedback “ provide feedback on ways to further protect the health of Albertans from the harms of tobacco, second-hand smoke, tobacco-like products and vaping, while considering potential impacts on businesses”. Trustees then discussed letters from the Ministers of Education and Health regarding supports to school divisions that wish to test lead concentrations in their water supply. The Board directed administration to proceed with testing the water at all schools with the respective testing facilities.

Board members continued with the regularly scheduled review of board policies. Trustees reviewed proposed amendments to Policy 3 - Role of the Trustee and Policy 4 - Trustee Code of Ethics.

Trustees then reviewed date changes for reports to the board by schools. This came about as a result of the Three-Year Education Plans from Alberta Education being made available to schools and school authorities on November 13 and the first reports to the board scheduled on November 21. All reports have been moved to later dates to allow schools time to work with their staff to develop their plans.

Trustees then discussed the process by which delegations to the board are given a response to their inquiry or concern. It was noted that responses are directed to the organization a person is representing, if any, not necessarily to the person/delegation.

The Board reviewed a proposed amendment to the 2019-20 capital budget. As the division continues to look for efficiencies in its processes, it was brought forward by the Transportation Department that the capital budget included the purchase of cameras on school buses. The Board defeated the motion to amend the capital budget to remove the purchase of 5 bus camera systems from the 2019-20 capital budget and will thus continue to install camera systems on all of their buses.

The amended Board Policy 2 received second and third readings.

Approval in full was given to Georges P. Vanier’s trip to Quebec. Approval in full was also given to Prairie River Junior High’s trip to Ottawa and Quebec.

Trustees received and approved the Finance Report and then moved into closed for the remainder of the meeting.
